This file is 'WS Ping ProPack 2.3' from Ipswitch Inc. It is a commercially available Port Scanner used by system and network operators to trouble shoot networks. HOWEVER, a Port Scanner is a tool that may attempt to connect to all 65536 ports on a machine in order to see if any software is listening on those ports. An attacker will often sweep thousands of machines looking for any system that might be vulnerable. If the Administrator of your network put this tool here, then he did so for his use. But if that tool is not supposed to be here, then it should be removed and the Administrator should be notified.
